We go here once in a while because they offer a gluten-free bun for my mate, and there's their salad bar. Nothing here is amazingly blissful, but it is basic American food prepared in a mostly plain-Jane fashion. The salad bar usually is clean and vegetables in good health (mostly). Food pricing is likely a bit more than quality dictates, but that's every restaurant in recent years.
This particular location is clean, but there's an odor inside (grease-forward) that indicates a ventilation and air quality concern. The smell pervades most fabric surfaces -- some of this is to be expected and some indicates deficiencies that could be improved upon...which would increase the comfort and maybe the overall experience.
Each time we go, the wait staff is competent and service is consistent. You do get the sense their customers likely don't tip as well as they should, historically.
Should this be a sought-after destination for a meal? Probably not.
Is it a safe place to take family for a low-key meal that could include a salad bar? Yes. And that is the magic of Ruby Tuesday.
