On August 10th, I had breakfast early in the morning. I ordered a combo breakfast specifying gluten-free pancakes. The person taking my order repeated that back as she wrote down the order. When my food was served, she pointed out that there was a never-ending pancake promotion in progress. As I finished my meal, she brought out a second plate of pancakes -- but told me that this plate was the gluten-free ones (the batter having not yet been made at the time I placed my order).
It appears that the staff at IHOP do not understand the seriousness of serving food containing an allergen to someone with a sensitivity to it. I
